Following President Yoweri Museveni’s national address on September 20 2020, during which he announced the reopening of education institutions for candidate classes namely P7, S4, S6 and final year students in tertiary institutions on October 15; the Ministry of Education published guidelines to provide for safe reopening and running of education institutions. With the schools set to reopen for the first time since they were closed on March 20th 2020, to prevent the spread of COVID 19, what are the implications?
