The Uganda Communications Commission, UCC has revised the broadcast licensing requirements compelling all radio broadcasters to reapply for licenses by July 31 2020. In doing so, the Commission is fulfilling its legal mandate to license and regulate communications services. Given that no person shall broadcast without a license issued by the Commission, according to section 27(1) of the Uganda Communications Commission Act, what are the implications of this exercise on media freedom in light of the forthcoming 2020/21 general elections?
